Why does my PS2 dvd remote only work like a regular controller?

It has all the buttons like say a normal dvd remote, menu, fwd, pause. But none of these buttons work, I have to use X to enter and R3 to skip chapters. Is there some way to make these work?
Didn’t know it came with install software, bought it second hand, thanks for the info!

      The playstation dvd drivers that came with it you install those and they take up 21 mb on the cd that came with it you install the cd that came with it you need to install the playstation dvd drivers that came on your memory card.
