Why do some DVD burning programs say video files take up more space than other programs do?

I know that’s pretty vague lol. I tried burning a DVD with Nero and I could fit four 23 minute avi files on the DVD. When I tried with Sony DVD Architect Pro, I can only get three and it says one takes up 1.5GB of the DVD. Is there a reason for this?

Also, is there a way to fit more videos on a DVD without compromising quality?
