What is the difference between an overseas dvd release and one in the US?

Other than the obvious that one is released abroad and on in the us. If it says all region is that a guarantee it will work in my dvd player. I saw a golden girls boxed set on ebay and it says it is in overseas release. So I was wondering if all region means it will play in any dvd player.
