Is it possible to burn dvd-compatiable files to a dvd without using a dvd burner?

Can i use the regular windows burn-folder tool instead of using a dvd burner to do the actual burning. I would use the software for conversion but the burn folder for the actual burning. I don’t care about quality or anything of that nature. I just want to know if it’s possible and if it would work on a dvd player
