I’m planning on burning a DVD for someone (a video letter to their fiance in the Philippines), and I’m wondering if it will be viewable over there? Do they use different formats or whatever?

Dvd player where they had an advanced dvd player where they could control such settings.
Dvd player where they had an advanced dvd player it may not work unless they had an advanced dvd player it should work on computer or labtop because you can download numerous media players to.

The only problem is that lot of people dont have dvd players lower quality than dvds.
